Carrie was born February 15, 1942 in Norfolk, Virginia to the late Alphonso and Carrie Stepney. She was also preceded in death by her four brothers, Willie, Alphonso, Jr., Charles and John Arthur Stepney and one sister, Arveria Everett.

On Friday, March 30, 2018, Bernard Timothy Small, Sr., returned to his heavenly home. He was a devoted father, grandfather, brother, uncle, cousin, great uncle and friend. Bernard aka (Timmy/Timothy), was born to the late Bishop Thomas J. Small and the late Evangelist Ruth Ann Small. He gave his life to Christ at an early age and attended his father’s church Phillippi COGIC. He was a member of the church choir and played drums, saxophone and loved music. She later met and married Maurice Boney, Sr. from that union they had three children. Ositee, Maurice Jr., and Xion Boney all of VA Beach and one grandson Kingston M. Boney.

Later he joined the United States Army and served as a Paratrooper. Clarence had many fond memories of his time in the service. Routinely having multiple jobs simultaneously, Clarence was known as a hard worker. He began working as a young boy delivering groceries.
